Mr. State Prosecutor needs to know that people are not always sheep. They may also be dogs who kill the wolves...

In other words - the kidnappers had paid off the policia in protection money - and the policia do not appreciate they revenue stream being cut off.

From what I have been reading about Mexico the only justice they will get there is what they take into their own hands.

The police are as corrupt as the kidnappers.
