The Tblisi bomb had been duct taped to the bottom of the car.
The Delhi bomb was attached magnetically to the rear hatch.
Both bombs had no shrapnel and were essentially fire bombs made of potassium chlorate with sulphur, with sulphuric acid as the trigger.
Seems too simple and ineffective to be an Iranian or Talib or TET origin.

The Tblisi bomb was actually a grenade duct taped to the underside of the car. A string was tied off nearby and tied to the grenade pin.
