Virginia had a similar thing happen a couple of years ago. Virginia has an open carry law, it is lawful to open carry in the Commonwealth of Virginia.
A couple of years ago a resident of the city of Norfolk was arrested for open carrying in the city. The case eventually made it to the state Supreme Court, which ruled that no city or county could pass a law that overruled a state law, i.e. open carry could not be restricted by the city of Norfolk.
