Unfortunately, it’s not true that he didn’t get any help from the government. When he reached high school-age, some people did help him get housing and some food allowance from the government, though it sounds like he was going to school, working as a laborer, and studying music in his spare time too. Considering his situation, though, I’m not going to be the first to throw stones at him for that.
They should have taken care of him when he was 5. Glad to hear he finally got some help just living day-to-day.
