Based on recent history and article content, I'd say they anticipate striking Hezbollah targets in Lebanon and possibly Syria with these munitions.
That would make sense, since unleashing Hezbollah on Irael's northern border would be the likely immediate response from Iran if their nuclear facilities were attacked.
They may not even wait to retaliate, since Iranian officials have recently said they'd launch a pre-emptive strike if they felt their security were in jeopardy from an imminent attack.

I concur with your thought.
Hezbollah is the Iranian ground force that will engage Israel. It needs to be destroyed in half a day. Iran seems to be unable to project their own military.
The IDF needs to broadcast TV clips into Lebanon of the Dead and injured hiding from the USAF in the VIP bunker in Iraq ......

Yes, you may have hit the nail on the head.
Crossing Iraq with an army would take several days, and leave them open to air attack from Israel and possibly NATO and the US.
A ready made crowd of nut cases right on the door step would suffice.
