Did they ever explain how bullets from Juarez could hit both the north and south walls of City Hall?

If you look at the map at the link in #17, you will see that the border is at an angle so depending where they came from, shots could hit both sides.

If the bullets that hit City Hall came from 2 or more locations in Juarez (or El Paso) then the City Hall was a “specific target”.
