Newt can’t use that money. He has no control over how that money is spent. It’s separate from his campaign.

Why? Who made up those unconstitutional rules. SCOTUS has ruled that contributing money is a form of free speech and restricting it restricts 1st Amendment freedom of speech ESPECIALLY in the political arena, the main reason for the enumerated right to begin with.
