Not really. What she is saying is that she has to buy and take the pill on a constant basis, because you never know when you might get lucky.
And she thinks that the government should pay for the 'pill' in the interest of her personal safety.If it weren't for that fact that she might have sex and it could get her pregnant , then she wouldn't have to stay on the 'pill'. Ergo it is the responsibility of the 'government'.

Following up on the previous ‘thoughtline’, if a woman being supplied the pill by the government actually does get pregnant, then the resulting abortion must also be government funded. They provide the pill, it must be ‘their’ fault.
