This article is from a year ago and still there is no child-only plans in Texas. I called HHS and was told to lie to the doctor about a pre-existimg condition for my son and they would have to cover him. I told "Kevin" that I consider that fraud since my son has no pre-existing conditions and am not playing along. I then sent my Congressman Burgess about the "Kevins' info.

Insurers in Texas and across the nation — protesting a provision of the 2010 federal health care overhaul that prohibits pre-existing condition limitations for children under 19, have simply stopped offering new child-only policies. For children being raised by their grandparents, who are not poor enough to qualify for Medicaid and have no employer-offered insurance or family plans to cover them, there are few options.

And a typical Dem Congress Critter remark will be:

"I had to PASS the healthcare law BEFORE I could READ it. Now that I HAVE read it AND understand its flaws - I CERTAINLY WOULD NOT have voted for it. AND, Because I WOULD have rejected it - vote FOR me in November ..."
