Sounds like what happened to an early discussion of what turned out to be Quarks and Hadronic Forces ~ guy was about 200 years early and they didn't even have a good definition of what a molecule might be, to say nothing of atoms and subatomic particles.
Let's hope Bogaerts wasn't 200 years early ~ but maybe only 21 years early!
Now about the third patent (BE1003296) ~ that's probably the one that describes what we've come to know as the North Korean fizzle bombs. I think the Indians did a couple of those too, and maybe the Japanese built a few (using deuterium ~ from Germany). With the Belgian military ministry having sequestered it the thing may well be in the hands of DOD, and certainly others.
Another item - the statement: "It is my belief that LENR/LANR is emergent from the the properties of quantum sized particles, and only exists in a lattice of deuteride in a particular size range " ~ doesn't that haul us back to the "emergent phenomenon" that a lot of the apparently productive experiments have used what can only be described as deuteride anodes typical of those used in modern design high energy capacity batteries?

That's Theory 987 ~ that all advances in current technology will arise out of something already in widespread use ~ e.g. diesel engines were first built out of internal combustion spark controlled engines, and they arose out of steam engines ~ but most particularly the WATER PUMPS those engines drove.
The Archimedes screw was certainly in there somewhere but it ended up as the screw driven window opener on my jalousies.
