This passed with large margins in the South Dakota legislature. If Governor Daugaard signs it, 10 percent of the states will have constitutional carry, or a reasonable facsimile thereof.

Sounds like this only applies to SD residents (or at least only those with an SD drivers license). AZ, for example, allows any law-abiding citizen to carry concealed sans permit - you don’t need to be an AZ resident or have an AZ DL.

I misinterpreted the title "South Dakota Passes..." to mean the Governor had signed the bill, which was a relief after his previous wobbly noncommittal statements, then I see he has yet to sign it. Disappointing.
