Speaker John Boehner (R-Ohio) said Thursday the House plans to take up the Senate’s highway bill once it clears the upper chamber, conceding that his own last-ditch effort to save a House GOP measure had not succeeded.

Yes, that is the thread.

It appears that Boehner was ready to concede to the Senate Bill, when all spending Bills are to come from the House.

Yes. Apparently, he will present the Senate version to the House for a vote since he couldn't get his conservative members on board for the extra quarter trillion dollars of slop he wanted to waste.
