Carney was no doubt right about that!

20% of consumption is quite independent of 2% of reserves.

From what I've read lately, the US consumes roughly the same fraction of rare earth elements, and has roughly the same fraction of reserves. That doesn't stop the Obama Administration from pushing wind power and advanced battery technology, both of which require rare earths.

Another example: The Obama Administration is comprised of 20% of the world's Marxist ideologues who occupy positions of political power, but the US has very few self-described communists.

Don't go confusing the masses with logic. This is pure propaganda. The 2% and 20% numbers were chosen to make the "math" easy for the sheeple. "Oh look, we need 10 times more than we have".

The simple counter ad to Obama would be to show a gas pump in 2008 with the price at $1.75 and then ding-ding-ding-ding $4.50 in 2012. "This isn't the change you were likely looking for" can be the voiceover.
