The boats will be allowed to patrol the northern half of the Rio Grande between El Paso and its mouth near Brownsville, That makes no sense at all. I can understand the British not knowing the local geography, but they should at least pull out a map.

So what does the law state the Texas Highway Patrol can do if they receive fire from the Mexican side of the border? Personally I would shoot back.

That makes no sense at all. I could only guess they meant the US side ('north shore') as opposed to the Mexican side ('south shore') of the river.

I usually think of the northern half as being that part in New Mexico and a little bit downstream from there.
