In my area they flee the scene when they have accidents; I do think they still get locked up if they dry illegally (or drunk). We have a county jail in our town, and an illegal alien holding tank nearby.

Another friend of mine lost his 12 year old daughter in a pedestrian zone to an illegal who fled the scene. He returned 6 months later, but only to beat a buglery rap down in Mexico.
I guess Mexican authorities feel stronger about protecting their citizens' personal posessions than US law does about the very lives of its citizens and children.
