House fails to override gun bill veto(SD)

South Dakotans will still need permits to carry concealed handguns.

A bill passed by the South Dakota Legislature would have removed that requirement for South Dakotans with a valid driver’s license.

But Gov. Dennis Daugaard vetoed the bill, and on Monday morning the South Dakota House of Representatives failed to override that veto.

The House voted 27-40 on the concealed carry bill, far below the 47-vote threshold needed to override a gubernatorial veto.

Supporters said requiring people to get a permit to carry concealed handguns is an infringement on Second Amendment rights.

“Vote to give South Dakotans back their rights, at least in this small fashion this bill provides,” said Rep. Stace Nelson, R-Fulton, before the vote.

Rep. Phil Jensen, R-Rapid City, said the Second Amendment doesn’t give a right to keep and bear arms only “if the state says we may.”

But critics said the bill was poorly written and would have negative consequences.

“If this bill passes, we’re opening the door for the people who have been denied a concealed pistol permit to carry,” said Rep. Mark Willadsen, R-Sioux Falls.

Rep. Gene Abdallah, R-Sioux Falls, said the Legislature should come back next year and pass a revised concealed permit bill that addresses its flaws.

“This bill needs a lot of work,” Abdallah said.

Lawmakers by the dozens agreed with Abdallah.

I live in one of the most pro-gun states in the country, but I know the state gov’t will never do away with the conceal carry permitting process for constitution carry simply because they would lose permit fee revenue.

Sometimes it’s worth stepping back and taking a quick look at where we are. Just 15 years ago it looked like the end days were coming for guns. But then Clinton overreached, and we never looked back. Now we’re talking open carry and getting rid of permits for concealed!!

Good point! All too often overlooked is the progress we have made in recent years.

However like the left, we must never relent or take for granted the gains we have made.
