Surface detection radar are just modified marine navigation radar, spinning at 60 RPM. Airport surveillance radar do not use Doppler.
The Israeli radar seems to be a phased array that uses Doppler to distinguish slow moving targets from ground clutter. What do they do in the rain? Basically, you are inviting intruders to come in on rainy days. The standard deviation of the velocity of rain clutter is about 2-4 meters per second, which would completely mask a person walking.
