“Residents” = illegal aliens
By framing the intent with ‘residents’ they have shown their true intent as you point out. Free ride for any Mexican or any other illegal resident to milk the USA. Their attitude apparently is that their country of origin, especially Mexico, doesn’t owe them anything but the people in the USA do.
