George W. Bush hovers just above Jimmy Carterwell, maybe above Bill Clintonas one of the worst Presidents in U.S. history.
Carter was pretty incompetent. Bush on the other hand, managed to expand the power, size, and cost of the federal government more than any other President.
At least until Obama came along and decided to break some of those records.
And lest we forget, many FReepers were publicly arguing against Bush's efforts to expand the power, size, and cost of the federal government. They rightfully argued that someday a liberal would be in the White House and would use and abuse that power and size, and even expand it. Nobody guessed that liberal would be somebody like Obama or that it would be the very next administration.

I'm in favor of "tapping" phone calls from our enemies that are calling people in America. I'm NOT in favor of arresting citizens for no reason, though.
But the libs are apparently OK with that. If Bush were to do that, there'd be hell to pay.
And you'd never hear the end of that on the evening news. With Obama? Way beyond anything any evil republican ever did. MSM: Crickets.
