It's right there in the Tenth Amendment: "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people, except, of course, if there is an expedient politicalized incident in which an anti-gun agenda can be pushed by a biased press and a neoCommunist Senator, who's primary function appears to be shredding the Constitution and Bill of Rights at every single turn."
