There is no finding of guilt in a civil proceeding. There is no such thing as a "civil crime".
And, the point is that, as shown by the OJ trial, an aquital or a decision not to prosecute due to lack of sufficient evidence to convict does not mean that the person is innocent.
My point exactly. Why start the clock if you don’t have to? The prosecutor felt they did not have enough evidnce to get a conviction. Continue your investigation. If you feel you have enough evidence, arrest him and start the clock.
PS. Zimmerman was never charged. He was taken into custody, questioned and released. If your not charged, the clock doesn’t start.
There is no harm in the use of the trifle of “captain” as lots of media outlets have reported that Zimmerman had attained the rank of Captain in the Neighborhood Watch.
He was in his truck, patrolling as was his responsibility as the neighborhood watch captain.
He was in his patrol truck.
The police report says he was secured and transported. You can see what that means by reading this thread.
It was only about 10 minutes ago that I saw the video of Zimmerman arriving at the police station and he was indeed handcuffed.
