Sounds more like Soviet Russia than the US to me.
More to the point, is that some persons may foolishly listen to a plant and go along with some potentially criminal enterprise. If the provocator was not there, they may not have thought of what the agent suggested. Mention is of Soviet Russia. It was in Russia that the tactic of provocation was widely used pre communism. It was to Siberia the unfortunates that were entrapped were sent. The communists became no slouches in this regard when they got power. Nor are the British police innocent in this business.
It has been jokingly suggested that so called "white supremicist" groups, have more FBI plants than actual members. What I am trying to say is that people have to beware of the stranger. Two years waiting time in custody, a sentence in itself.
