What is it exactly that the Constitution says, in a word, on the powers of the Judiciary Supreme Court which implies that the Court actually has no powers. The Supreme Court may “recommend”, or advise, I can’t remember, but they can neither legislate, nor enact.

Do you know what I mean?

Can Obama use that vague wording and simply choose to reject their recommendation or advice, whatever that word is, and enact as he chooses and based on the already passed legislation by Congress?
