No one buys that anymore, since most that live in that town can hardly afford to fuel their vehicles now or pay their rent/mortgages...Taxed to death, tax revenues way down...
They've held off a long time, but the day of reckoning is coming fast.
The LA City Council has to agree with him. I do not think he has the votes. That is where the real power is in Los Angeles.
