Gov. Jerry Brown's administration wants health care change, with or without federal law

Gov. Jerry Brown's administration vowed Thursday to continue pushing forward elements of the federal health care overhaul in California, even if the U.S. Supreme Court strikes it down.

If the court does rule the federal law unconstitutional, state Health and Human Services Secretary Diana Dooley said California should at least consider enacting its own universal health care legislation, including requiring every Californian to buy insurance.

"I think that we should be committed to making this system more rational than it is today, and improving the health of the people of California," Dooley said in an interview. "If we ask the insurance plans to take everybody and insure everybody with no screens or pre-existing conditions, then we have to have everybody buying some level of health insurance to meet their responsibility to the system."

She said whether the administration sponsors such legislation would depend on "where we are and what the conditions are at that particular time."

Dooley's remarks came a day after the Supreme Court finished three days of oral arguments over President Barack Obama's signature health care law.

At issue is whether Congress can require people to buy insurance and, separately, whether lawmakers overstepped in pressuring states to expand Medicaid coverage.

In 2010, California, amid urging from the White House, became the first state in the nation to enact legislation establishing a public health insurance marketplace to implement the Affordable Care Act.

The insurance exchange is expected to serve more than 2 million Californians beginning in 2014, many of them now uninsured residents who do not qualify for existing public health care or cannot afford coverage on the open market.

California leads the way in Democrat wet dreams.

Used to be a nice state BEFORE Brown was Gov the first time and let elite unions in State Gov and grew them like cancer cells.

Now CA follows the pattern of something that is going to declare bankruptcy as they borrow more and more money they don’t have till it all goes pop...

So if it’s found to be illegal at the federal level it will be okay at the state? So Californians can support Illegals who will continue to just walk into emergency rooms?

This AM Blue Cross announced 18% premium increases in CA. Reason..new mandates from govt of what and who is covered.
A lot of small business and individuals will drop their coverage.
If the mandate health insurance here it won’t help costs, because the illegals still won’t buy it and get covered free.

Amazing how you can create new responsibilities for people with the stroke of a pen. This is just the next step to single payer. If the insurance companies have to take everyone regardless of pre-existing conditions, then they're not really insurance companies - just middle men.

So Moonbeam wants the health care mandate enacted statewide. Mandated auto insurance does not seem to deter the overwhelming number of illegals in California from driving autos without auto insurance. What makes him think they will buy health insurance under the mandate and not pay the penalty because they are invisible. They will show up in the emergency room after sustaining injuries driving their uninsured cars and be treated gratis without the expense of acquiring health insurance.The only folks I feel sorry for in California are the few poor conservative souls remaining there that suffer because of the overwhelming majority of liberals in the state whom I care not a wit for and deserve to suffer the consequences of their political foolishness.

Note to Everyone in California, especially horse owners.

I hae a 5.58 acre property for sale east of Carson City in N Nevada.

I will happily work with someone who wishes to bolt from California.

PS: There is NO income tax in Nevada.
