The people of Chicago are to blame, of course. They keep voting in the same kinds of people year after year. The people of the U.S. have a corrupt race baiting Socialist for a president, an out of control national debt approaching 15 trillion, wide open violent lawless borders, during war time, etc.

Nope. The citizens of the U.S. are to blame for those. That includes but is not limited to the citizens of Chicago.
