Valid question. Perhaps 'encouraging' instead of 'forcing' would be a better term.

Eric Holder is encouraging them by refusing to prosecute the Black Panthers... for anything.

Obama is encouraging them by saying, "if they bring a knife, you bring (already have) a gun".
