It was a brazen threat. If SCOTUS overturns Obama Care, then Obama will not comply with the decision at all, because it goes agianst “democracy.”

One tactic could be for him to move forward with other portions of ObamaCare with EOs while congress is “rewriting” the single-payer portion.
