End users can’t interpret the new laws to even figure out what technology they would need to add or upgrade to be compliant. So they request proposals for outlet emissions that are not obtainable with current technology and then do nothing.
If you lined up a multiclone dust collector, electrostatic precipitator, SCR, baghouse and FGD scrubber the outlet emission guarantees end users are asking for can’t be achieved.
With the current cost of a new (utility size) FGD scrubber alone being in the $500 million to one billion price range. The new scrubbers increase pressure in the existing air pollution control equipment so it typically has to be modified, expanded, and rebuilt concurrently.
It’s a given where this mess is headed.
Romney better learn to assign motives to these clowns.
