The president tries to deactivate 90% of his brain to speak to you little people but sometimes is unable to dumb down his speech for the uneducated masses when his brain is running in fifth gear, so he speaks in shorthand because you would simply not be able to cognate at that level of brilliance—your mind would overload. So the shorthand is actually for you own protection, morons.
If you want to be able to understand the president, you need to double your IQs and spend at least another decade in college. Until then, you need to be glad that you are permitted to be in the same room as him.
