Safavian, GWB’s GSA chief of staff was involved in a scandal with Abramoff. He went on a golf trip with Abramoff costing 100K, and it appears that Safavian did not pay his share. He was convicted of lying but later an appeals court overturned the conviction.

Safavian was talking to Abramoff in 2002 about GSA leases. While the GSA never issued such leases, I think that was highly improper. I don't remember what GWB said at the time, but I don't think anyone in the WH wanted him to keep his job.
But Safavian was only one person, and it may be that under Obama or during the Pelosi years, the overall corruption in the agency is worse. I don't know.
