What is the legal difference between a “warning” and a “threat”?

If this were a Conservative “warning” we’d already know.

In this case, the "warning" is a conditional threat, which is not actionable. A threat would be "I will do X to you." A conditional threat would be "If you do Y, I will do X to you."
