He's free to leave the country anyway, assuming he has a passport. From previous reports, Zim is in a traumatized state and is to be expected to make questionable decisions. In addition, have to remember, his life is in constant jeopardy--so who would you trust if you were in such a state and situation?

I imangine they have him on a list. He can’t leave the state much less the country.
