I’ve always (”always” - that’s a leap!) that foreigners arriving on International flights were easy pickings since they would not be armed having flown internationally, but that Florida citizens might be carrying and might not be carrying. Thugs just didn’t know whether they were armed or not.
Foreigners would be followed and were easy targets.
Yep, that’s a well documented case about perps down in Dade County (Miami area), that targeted Europeans on international flights (unlikely to be armed) having big families (and much cash) on their way to Disney World. They were afraid the locals would shoot their sorry arses!
