They will never starve (if anything, they have an obesity/diabetes epidemic); our government learned from the French & Bolshevik revolutions that hungry people can achieve anything, so took steps to keep their idle stomachs full.
When they have no toys, they raid along the frontier, but run up against law enforcement agencies that either take them down or pursue them back into Northern Namibia. The surrounding areas are very vigilant (from decades of experience).
