Happened in my neighborhood. Crime went thru the roof! I refuse to shop at the HEB across from the local Govt Assisted apartment complex just outside my subdivision. A woman and her daughter were out walking the parking lot telling people to give them money. Not asking, telling! She walked up to me and said "give me a dolla' fity. I'm a little bit shote." I told her "I don't think so!" Then I got in my car and left.
Our HOA hired additional security patrols. It helped but not enough. Last year there was a shoot-out between 2 families in the back of the subdivision about 6 blocks from my house. Our tax dollars at work...

Back in the 70s my wife and I and our two babies were one of two white households in a very pleasant and all owner-occupied-housing enclave in a huge black Southside St. Petersburg neighborhood. The other was an 80 year old widower who had lived there since it was not yet a “neighborhood.” Our little block was peaceful and everyone knew each other and babysat for each others’ children. Then the gummint moved a bunch of drug dealers from Tampa into Section 8 housing that went up overnight in the large vacant field across the street. In a week we had a murder and drugs and robberies and drugs and break-ins and drugs, and all the older inhabitants, the owner-occupiers, moved out. I broke even on the sale of my little house and was glad to be gone.
