Obama may have tried to put together (or have somebody put together) a team that had similar skin tones so they'd all look like a bunch of tough looking American African-Americans when they visited foreign countries full of funny little foreigners.

At the same time I remember when the top end guys on Nixon's anti-sniper cadre were all white and I got to attend their "parties" ('cause I was one of the guys who lived downstairs!)
I think the difference here is that they did a PAR TAY in a foreign country with local prostitutes rather than secretaries from the State Department (Hillary went to that party BTW).

The schedule was probably already compromised, even if it was the right schedule, although I've heard there's a shifting story on schedules no matter where the President travels.
