Last month, U.S. District Judge Benson Legg ruled that one of Marylands major gun control laws is unconstitutional. Specifically, he ruled as overly broad the requirement that applicants for a concealed carry permit show a good and substantial reason for wanting such a permit.
It wasnt long before the gun-control advocates issued grave warnings that, if this ruling stands, Baltimore would become Dodge City as though its not already.
Admittedly, this is something of a personal issue for me. A few years ago, the Maryland State Police, which administers the concealed-carry permit program, denied my application for a permit because I had not demonstrated good and substantial reason for one.
Back then, I did not have and still do not today a burning desire to carry a gun. I did that for a living after 9/11. A lieutenant commander in the Navy Reserve, I was mobilized after the terrorist attacks and served as an agent for Naval Criminal Investigative Service.
In that capacity, one of my jobs was protective details. On one occasion, I, along with several of my NCIS colleagues, augmented protection for the president at the 2001 Army-Navy game. My post that day was about 15 to 20 feet from the president. And, yes, I was armed.
Initially, therefore, I was indignant when I was informed that the State Police had rejected my application for a concealed-carry permit. Denied me, who had NCIS experience, a top-secret security clearance from the Navy, and a homeland-security related job with the state of Maryland. Me. Didnt they know who I was?
Then it hit me that my indignation was misplaced, and that I was asking the wrong question. I should have asked, Why is it that the state thinks it knows better than any law-abiding citizen
