I notice a comment recently that of the new democracies formed in the last 50 years, not a single one has the equivalent of a First Amendment recognizing the right to free speech or a Second Amendment recognizing the right to keep and bear arms.

For all those new constitutions, a citizen’s rights flow from government and not the other way around.
