People will vote differently when the opponent is different. It doesn't mean any one only has 25% favorables. For instance, and NO I am not comparing any of the candidates to these two, but were Ronald Reagan running against Abraham Lincoln in a Primary, I'd have favorable opinions of both, and it wouldn't be easy pulling the lever for just one.

True, but in the current situation VS Obama, he does have 25% favorables. At least that’s what the Penn numbers seem to indicate.
