Both incidents happened in 2011 & 2012. I assume the agents sent on these advance teams are senior agents. Probably with anywhere from 12 to 20 years of experience. This would put their traning during the Clinton administration. Y'all remember Billy Jeff don't you? Old Horn Dog? I am sure this behavior was included in their training to assist old Bill in getting some while on the road. Since the Secret Service Agents are highly trained, after all this time such behavior is just SOP.

Don't forget that the Secret Service has other duties besides protective details. A college acquaintance of mine joined the Secret Service shortly after graduation. I ran into him many years later. He indicated that he had just come off the Presidential detail but that he had other duties. He didn't elaborate.

As part of the Treasury Department they get into investigations of counterfeiting and so forth.
