"...all 50 states have laws in place that make it a crime to waste or leave in the field any game animal taken."

Uhhh, not entirely. I hunted fall '10 in Alaska, took a 8 1/2 ' brown bear. Skinned it and left the rest, except the heart which I insisted the guide take. We had it for dinner, tough but tasty, and the guides and outfitter all said it was the first brown they had ever tasted. I assume it is a carrier of trichinosis.

I also have helped my BIL in Mich with deer eradication, killing 20 one summer on crop damage permits. Not required to recover them at all, but we butchered at least half of them.

The Brown bear is a predator not a game animal and the same laws do not apply. Eradication programs are not the same as hunting and again different laws may apply. In 2009 the state recommended I take 80 does off of my place, with the help of friends and family this was done in one week. All of the deer were donated to Hunters Feeding The Hungry.
