Hispanic is a race when they are victims of a crime. Hispanics are Caucasian when the are the perps.

hispanics are caucasian Not necessarily. Some Cubanos and Puerto Ricanos are as Black as Jessie Jackson. Some central and south Americans also have a fair amount of African heritage.
