My translation. Some koranimals planned to use radio controlled cars stuffed with explosives to raise a little mayhem at police(?) stations or military posts.
Unfortunately if the cars were big, they wouldn't fit under gates; if too small, how much damage could they do?

R/C cars can go pretty quick, operating with either batteries or a proprietary fuel blend. They can also get pretty large.

This is a 1/5 scale R/C car. Two strokes and pump-bought gasoline are the norm.
