I saw that, and instantly knew what City and State, and what the perps looked like. That's a nasty location, almost third world. Norfolk Virginia. Demographics: 47.1% White, 43.1% African American, about 6% Latino. Mayor is a Democrat, and has been mayor there since 1994. Tells me all I need to know.
