"The new rules allow existing copies of documents that may be sought by investigators to be destroyed."

At the risk of repeating myself:
What new rule?
Which Department issued the new rule?
Which Office in that Department issued that new rule?
Which person in that Office in that Department issued the new rule?
Who authorized the new rule?
Which Cogressional Committee is investigating that new rule?

WHY AM NOT SURPRSED AT THE ASWERS?

Might start your search with the Federal Register.

From the article:

The Selective Service System’s new privacy rules were published in the Federal Register on Tuesday, September 20, 2011

We have a tyranny run by federal employees who make up smack any time and way they want and their “rules and regulations” are all of a sudden federal law. No votes, no sunlight, nothing. Just all of a sudden “voila! New laws! We can do whatever we want and you (and Congress) have no say!”

They had their revolution and no one has noticed (well, here on FR some have).
