Not so much a rudderless ship. It would become a religion that cannot be “fulfilled”. The 5th pillar of Islam is attained by the Haj, a pilgrammage to Mecca. With Mecca nuked and made inhabitable Islam would diminish over time like other extinct religions have. The adherents would be unable to attain this final pillar of their faith.
It’s a serious viable solution and is also the prediction of a theory known as The Three Conjectures from Richard Fernandez.
