You’re slightly off. The tax revenue is just a happy coincidence to their real purpose of control.

“Unhealthy Food” is a pretty big generalization. Whether or not it is unhealthy can only be determined based on the person consuming the food. What is “unhealthy” for you may not be for someone else depending on their cardiovascular condition.
A better proposal would be to charge baggage fees for air travel based on the total weight being put on the aircraft (your weight and your bags weight). So 250lbs or less and the bag is free. If you weigh 250lbs then there would be a per pound surcharge up to some maximum.
After all that would be fair since fuel calculations are based on total payload weight not just your luggage. More fuel equals higher cost per person therefore those of us who aren’t morbidly obese are subsidizing those who are.
