So she embraces the first part of the quote but ignores the rest? The problem, Ms Sebelius, is that our Constitution guarantees religious freedom, without Government dictates. YOU and YOUR ILK have imposed Government regulation on religious institutions...uh,uh,uh. No can do under the Constitution. But I forgot, the Constitution is an impediment to your Socialist agenda so you ALL ignore it, in toto.

Also, the legislative power granted by we the people resides in Congress, not an unelected commissar. Her rule is not law and carries no legitimate force.
