Every fighter needs support, whether that’s in the form of supplies, medical care, intel, or other things. Some of us have physical issues that would make us useless on the battlefield but which we can work around enough to run a homestead. Watch the blanket assumptions.

Civilian councils, not military, will need to be formed in every community. Initially, such a council may only encompass an area of several blocks. There will be few areas so small that they cannot police themselves.
There will be areas, mostly liberal urban areas, where the civilian leadership will be incompetent or ineffective. That is not a military problem, that is a cultural problem.
Martial law is not a concept with which I am comfortable. It will only be tolerated when imposed through force and perhaps not even then.

36 is what I hear most, from my relatives and adult step-children. Trying to adequately prepare for 4 people is hard enough. Harder still when that number balloons to 13-20.
I can say I have the stones to turn family away, but I don’t think I actually will.
Time to scrimp, save, and stockpile some more to take care of the deadbeats in my own family. Such is the duty of the paterfamilias, I suppose.
